Spring Season Gardening/Crops?

I just listened to a lecture by someone, who stated that you can't grow crops usually suited for spring/cool weather at the end of summer since the weather is cooling down. He said the weather is cool enough that you can plant directly in the ground. If this is true, when do I plant the cool weather crops? And I'm assuming they should come up before the first frost?
