Problem with wild rabbit destroying stuff?

So this might sound confusing but I have a garden in my yard, and it's basically a big square box on top of the ground filled in with dirt. It's about a foot tall (or deep) so anyways the last 2 days I have woke up to holes dug in the garden and some produce has been destroyed!! This morning I seen a huge rabbit sitting by the garden, and a big hole dug in the garden again..... Then I seen it dug a hole underneath the garden and stuffed the entrance with dead grass?? How can I get rid of this rabbit?? I live in city limits and cannot shoot it, it won't go in the live trap, animal control will do nothing?? What are my options? It's destroying everything (10 pts for best answer)
